The order that i closely work with when creating a website goes as follows; You need to determine who your audience is first. So, either have a meeting with your client or have something sent to you so you have an understanding. Next research past designs, other websites, anything having to do with your topic. Then you can start with the mockups. This is for different layouts that will make up the overall look. Within those comps incorporate a navigation system. Determine best and cleanest looking and most efficient location for them. After all of that is done, mess around with some color schemes. I tend to stay neutral for my projects, but if a client wants a different color because of their logo or identity just check that color with different browsers. Now your ready to turn on your pc and go to work.
